“Terror rather than solid achievement allowed the Nazis to maintain their authority between 1933 and 1939.” How accurate is this view?

The Nazi party used terror to consolidate power between 1933 and 1939. A primary aspect of this was the SA. The SA were vital to the consolidation of power until 1934 especially after the merging of the Stahlhelm and the SA in 1933 which brought the number of members up to 3 million. The police were forbidden from interfering in their work making regular citizens fear them as they were seen as the ultimate power. People were afraid to oppose the party due to the fear of being rounded up by the SA and being taken away or beaten up. Therefore it must be said that terror was the primary reason the Nazi party retained power as people were terrified of the SA and the treatment they could receive from them.
