What is the best way of assesing the efficacy of a Policy?

When analysing Public Policy, we could use several methods. The most common one is assesing the outcomes of the policy. In order to do so, we must first consider what the aim of the policy was. Then, we can ask ourselves the question: have the aims of this policy been reached? If not, why?
