Every past paper I sit, I miss an A* by a few marks. How do I ensure that I reach that top grade?

Well the key is practice, practice, practice. Although it may often feel annoying that your grade is fluctuating around the grade below where you want it to be, don't worry. You don't have to be super smart to get that grade that you want. The mere fact that you want it so badly would suggest to me you are more than capable of achieving it!

Firstly, narrow down your weaknesses by completing several past papers. There will be 1 or more topics that you are consistantly getting wrong. Draw up a list on those topics and go back to your excercise book and do lots of examples from there and try another paper!

NB/ Try not to practice the ones you are getting right all the time again and again. You know you can do it so focus more of your time on the ones that you struggle with. Remember, you are not reaching your full potential until you can go into an exam and know you can do it all before even opening the front page!

I don't understand the relevance of comparing a current system to the one i'm going to build. The current system is completely different!
