In order to answer this question there are 2 steps required:

Step 1) Find the average temperature of November

Step 2) Use that to find the average temperature in September

Calculations

Step 1) The average temperature in November is calculated by doing 18 divided by 3 which gives us 6.

Step 2) Therefore the average temperature in September is 6 multiplied by 2 which gives us the answer of 12ºC
