Questions such as these are looking for the student to provide an example from their historical education and demonstrate an ability to support theories and ideas with examples. They are most commonly found on H.A.T. Admissions Tests because they allow a student to draw upon varying examples from their own education no matter what specific syllabus the student has studied. A good way to approach this question is to first provide an example; (16th Century Venice, Northern Ireland in the 1980s or even if you're struggling to think of examples, political situations such as modern day Congress or the English Civil War). Comparing and contrasting these situations and using examples from these events to back up their pros and cons is the desired result from a question such as this.
