For this question in an exam, there would be lots of different people's viewpoints and you would have to choose Positive, Negative,or Positive and Negative for each one. For reading comprehension questions like this, it is important to look for key words. This person is positive about his experience: he says that tourists spent money in the capital, and this helped the economy of England and this made him very happy. The key words in this sentence which give away the answer are "me alegró mucho" (this made me very happy).
