C is clearly irrelevant and isn't mentioned in the given material at all. This leaves us with the only two plausible answers, A and D. In order to find the final answer, since it asks for the main conslusion, we ought to ask ourselves which one best supports the other? It clearly makes more sense to argue that given the UK has been underprepared for risks of flooding, we must plan infrastructure with the risk in mind than the other way around - to say that we must plan infrastructure to better deal with the risk of flooding, therefore the UK has been underprepared for the risks of flooding makes little sense.
