This is the kind of question a student could be asked as part of their speaking exam. The most important thing in this exam is to keep talking, which is why I start by asking the students if they have phrases to use in case they are unsure or need to buy time, as well as if they know how to ask for the teacher to repeat the question.
Even if the student does not know a lot about the topic, it is good to use one specific example and focus on their own opinion rather than factual content. This is why it is good to remember some key opinion phrases as well as knowing how to bring in what is being said in the media or by politicians etc. Keeping up with the news (both in Germany and the UK) could help bring in opinions and interesting comparisons on the way each country deals with this issue.
