Open with these definitions in your introduction, then one section describing the costs/benefits of traditional, then a second with the costs and benefits of sustainable. A third section should compare the two and discuss the "more important" statement in the question and balance the costs and benefits of maintaining and enhancing current defences against future land use planning decisions in the light of future impacts of climate change.Be sure to support with specific detail from illustrative examples: particularly ones that engage with specific issues in specific places as sea levels rise and coastal populations increase (useful here to contrast and compare schemes/challenges in an MEDC and LEDC).
