The best way to structure a 45 marker is to be very clear and concise, and follow this structure religiously:

1) Your introduction should define any words in the title, as if the examiner is a layman. If the question is contemporary you can explain why it is necessary that we are answering it. Then you should give one sentence explaining how your argument is going to be structured- then you are ready to give your evidence.

2) I recommend having 5 'for points' starting with your strongest argument. Your paragraphs should start with one sentence stating your point in as few words as possible. Next you should explain your point, then give empirical evidence (2 pieces for your strongest point). Finally you should explain why the evidence you have given supports your argument.

3) Repeat these steps for your 'against points'. I recommend using one less point in this section of your essay as it reinforces how your argument is better than the opposing.

4) This is the section of the essay where you can pick up your analysis marks (the hardest ones to get!), I call it the 'analysis paragraph'. In this paragraph you need to give your 'trump card' (the first point you made in your essay) and also compare all of your points with the opposing ones you gave in the second half of the essay. It is very important to not introduce any new points in this paragraph as you won't have enough time to properly explain it!

5) Finally, you need to finish off with your conclusion; you should keep this very short as you've done your analysis in the penultimate paragraph. Just state your argument again, and I recommend a strong one liner to end with, quoting the question.
