When should the imperfect tense be used in Spanish?

The imperfect tense should be used when: describing something one did in the past on a regular basis; setting the stage for another action (i.e. i was reading when he came in, leía cuando entró); or describing the weather or giving someone's age. More generally, it is used to describe an unfinished action in the past.
