Explain the theory of a 'separation of powers'

Montesquieu first popularised the theory, saying 'power shall check power'; meaning that each branch of the state (the Legislative, the Executive and the Judicary) should have equal power to oversee and overrule the others. This was intended to prevent one area of the state infrastructure from becoming overmighty and tyrannical.
