If the rate of photosynthesis is reduced, why is the rate of respiration also reduced?

Photosynthesis uses light energy to produce glucose from carbon dioxide in the air and water in the soil. Glucose is then used in respiration, so if there is a reduced rate of photosynthesis, less glucose is made and less respiration can occur.
