Explain the difference in reactivity of the halogens as group 7 is descended.

The halogens become less reactive as the group is descended. The halogens react by accepting an electron into its outer shell from another atom. As the halogens are descended, the outer electron shell becomes further from the nucleus and therefore electrostatic forces between an incoming electron and the nucleus are smaller, reducing the likelihood of the halogen accepting an electron.
