How far can the One Child Policy implemented in 1979 be considered a success?

Argument: For the most part failure, however, from the perspective on decreasing the population there has been some success. 

Success: Declined Population - use statistics, go into detail about the consequences of over population (Over saturation and subsequent failure of State Owned Enterprises, Great Leap Forward's famine 1958-1961)

Failures: Lack of uniform implementation - special treatment for ethnic minorities and the wealthy, unregistered children. Control over women - forced abortions (use modern examples), women lack control over their own reproductive choices. Ageing Population - pressure on family structure and position of the breadwinner, confucian ideals, pressure on economy. Gender Imbalance - statistics of how many more men than women, modern concept of leftover women (剩女).
