Is the plot of the The Aeneid driven more by gods or by human characters?

The gods in the Aeneid drive the plot alongside with Fate. Aeneas is aware of his fate from the beginning and he builts character through suffering. Thus, this interaction between divine intervention and human character is what makes Aeneid unique..
