Firstly it is essential to plan. There are 3 parts to this question like almost every BMAT essay question. It is vital that you answer the question to score highly.
In the first paragraph explain the message that the statement is trying to deliver and what it means. Explain why some people would agree with that statement and in what cases.
In the second paragraph argue to the contrary. Argue why people should not be allowed to make speech that is nationally deemed threatening. Give examples of situations where hate speech has caused harm to others.
In the last paragraph round up your argument with what you believe and why.
