What is meant by 'voter fatigue'

Due to the vast range of opportunities for democratic participation (e.g. general elections, referenda, local elections), some commentators believe that voters become weary of voting, and simply do not turn out. For example, voters in Scotland since 2014 have had two referendums, a general election, a devolved assembly election as well as local elections.
