How far was Khrushchev able to bring about fundamental change to the system of government established by Stalin?

PLANKrushchev brought about fundamental change:-Initiated de-Stalinisation to reduce the influence of Stalin across the country-Decentralised power to local governments-Ended requisitioning-Secret Speech in 1956 directly challenged and undermined the love and admiration people still felt for Stalin after his death-Introduced new policies- New Economic Policy and the Virgin Lands Scheme-Split the government into two wings for industry and agriculture-Reduced use of terror compared to Stalin
Khrushchev didn’t bring about fundamental change:-Didn’t alter the composition of government, it was kept the same as it had been under Stalin-Still used policing and censorship to achieve his goals-Packed the central committee with his supporters in order for his reforms to pass-Used terror- like tactics during his struggle for leadership- the last official Party murder (of Beria)
