To what extent is there disagreement on how effectively the constitution protects freedom (US politics a level)

conservatives define the word freedom in negative terms. e.g. non interference of big government, they believe that the constitution was designed to limit the size and power of the government. therefore it has largely been ineffective in doings so as since the 1930s every national crisis has seen the growth of national government at the expense of state power. Liberals on the other hand would define freedom in positive terms. they believe that the constitution was designed in order to protect rights and it has a mixed record at best. there has been several counts of infringement of rights at local levels and due to the way the constitution has been written, it has been very difficult for government to intervene.
Centrists argue that the constitution strikes the best possible balance between freedom and effective government. there have been times where the balance has been lost such as when Japanese Americans were interned during world war two. yet, the balance has always been restored.
